You can find Palmar Pills and the recipe in the Shadow's Whisper cave in the gorge below the first bridge that you cross. There is a fast travel point nearby as well
I haven't been able to play much, but I'm glad I keep seeing more and more stuff that this game has!
Skill issue
I think the unlock is either defeating Matthias or reaching contribution tier 3
But you can grab the plate armour Matthias was wearing from Rhett, the gear saleman outside the smithy in Hernand
For those like me who like hounskull helmets, you can grab one from the contribution store in Hernand's castle
