8. Staff Definition
Staff = TLOC + Administrators + Moderators
Staff authority exists only to protect the community, not for dominance.
9. Independent Role Evaluation Body (REB)
REB is a non-staff, independent evaluation body.
Purpose of REB:

Judge quality of character, not authority
