I don't doubt that, India has a very large population. Meaning that it has a higher chance of producing gifted people, though if it were all stupid people then that would be most concerning. :p

So basically things scale, while I don't disagree that education is a major factor in how smart someone can become, we should factor in that some people are naturally gifted and thus they will be smarter.
So larger population, means a larger amount of gifted peeps.
