Moderator Pay Changes: Top 3 Get More

Moderation payment changes.

Recently there's been a change to the way moderator pay works on the server. With the growing moderator list, the 5$ split between moderators would become less and less significant, and as I don't want to add exact requirements like "do at least x actions a month to get paid" or buff the total amount given, so I've decided that the 5$ payment will be split only between the top 3 moderators. The moderators that place under the top 3 will be getting only 10 cents from the 5$ max.

This change will ensure all those most active moderators will make at least over one dollar each, and allow those that check in rarer to still moderate and not be demoted, but they also won't take that much from the budget. I do think to state that there's 3-4 active ones would still be a stretch, so I think the more this makes sense.
