New ^staff Command and Auto Slowmode

basically what this is you do ^staff (message) then it pings staff and says that message. also says if the user is in a voice channel so you can join and help. the whole reason this should be a thing is so if someone needs help or someone broke a rule it pings us.
then we add a button to the message "claim" like a ticket and you do whatever he needs.

at the custom command click actions > send message > template
and add a cooldown for 20 minutes so people dont spam
