Backstory:
Starz was a doom soldier that Doom had simply threw away, fortunately they’d be saved by their adoptive mother Talia who’d feed them and managed to teach Starz how to be more— like a mobian despite their emotional disposition towards most living beings due to their nature which thankfully mellowed out, but still haunts them till this day.

Extra:
Plenty of people constantly report Starz to the authorities but, due to her quick thinking she’s yet to genuinely be documented as even remotely existing outside of being Talia’s daughter who went off to college..

They also haven’t truly decided their gender nor understand what its value is..despite already mutating to a female.
