Wind shear is different wind directions and speed in different heights of the atmosphere, which can disrupt a cyclone's structure.
Hurricane Julia (C1): This system has become a hurricane, with a small eye feature detected on radar. Even though it remains on relatively warm water, wind shear will only allow it to maintain its intensity.

Tropical Depression Keres: This system has exited the coast of the Frazzertan Grasslands, remaining a Tropical Depression. It has a slight window to regenerate into a Tropical Storm before it becomes a remnant low.
