This emoji originates from a popular internet meme format where visual novel-style dialogue options present an absurdly extreme choice alongside a mundane one. It is frequently used in Discord chats to highlight a sudden shift in tone or to mock someone who is being overly dramatic or unhinged. The juxtaposition of 'Hug him' and 'Nuke Venezuela' makes it a staple for chaotic humor.
