My thighs are pretty big but most of its fat I'm a bit wide and I would really appreciate a workout that would give me skinny legs but not muscley and a skinnier body in general

Just start walking, see what you can do. Them do that for a couple weeks, them do a bit more, them do that for a couple weeks, and repeat. That's what I've done, plus some calories counting, went from right pic to left pic is about 3.5-4 months.
If your lower leg are skinny and your tall your most likely going to even out at some point when your older
