The level step by step looks good, although I don't know what else you'd need to add. The other steps are also very well written and explained, and I appreciate that you gave links to the other step by steps for each one right under them. Going further, I like the effort you put into reassuring the game master and players as they read through this, especially the portions of step by steps for the areas of GM and house rules, and the inclusion of the ready made story right under the step by steps for the campaign/story making. Finally, I really appreciate the inclusion of the safety tools into this step by step; even though a GM might verbally explain such things as a standard of what is okay and what is not at the start of the game, the inclusion of a visual, written example can be great to point to if you have a particularly difficult or otherwise nasty player that keeps pushing people's boundaries.
