Correct, Iran being an Islamic Republic constrains them heavily.
DPRK is a very different case that operates on escalation dominance and is generally much more aggressive.

That isn't a constraint on war itself but on the ability to wage it.
Since Iran's MIC is almost completely independent, sanctions barely affect Sepah.
Chinese companies are content with supplying Iran basic components, which is why the US regularly sanctions individuals relating to it, thus the effect of sanctions is mostly economical while the military is shielded.
