New channel #🔗・member-ads.

I've just moved the ads channel out of the "Chats" category. The opportunities posted by members will now have a higher placement inside resources as it's an extra resource.

Why's it better?
- 📚 Spot among the server's resource channels.
- 🧵 The channel is now thread-based, making it much easier to discuss individual posts, ask questions, and post updates.
- 📜 The rules for posts remain mostly the same, but they've been rewritten and clarified.
Please read the pinned message before posting. The goal is to keep this channel full of genuinely useful opportunities, not turn it into a wall of spam or low-effort ref links.
