There are definetly bad people who have been shaped by the environment. In my opinion, free will is an illusion. Every decision we make is influenced to some extent by other people's choices, we realize it or not. Socialization shows us how 'we are supposed to behave' and that comes from our inner circle-especially families-. But it also depends on what type of 'bad' you refer to.
