With the merit of substance within expression, can art ever truly be so vapid or lacking in interpretation to perception that it becomes some form of malaise or hindrance through its portrayal or expression?

Art is entirely based on perception so whether it feels flat to someone is still just their opinion and doesn’t entirely matter as it still had meaning put into it. It has meaning by the fact it was intentional.
