Dashboard Access Fixed: Admin Role Hierarchy

Summary

On CommunityOne Builders Help a user could not access the server dashboard despite admin permissions. The announcement explains the cause was role hierarchy parity with the bot role and shows the fix of assigning a higher role. This clarifies permission checks and helps the community avoid similar dashboard access problems.
