Powers/Abilities:

He can manipulate the density of his outfits. He can make his blue fur boots heavy as iron to deliver devastating drop kicks, then make them lighter than air to float.

By rubbing his massive leg warmers and coat together, he builds up an insane amount of pink static electricity, allowing him to shoot chain lightning or cling to walls.

He can increase the size of his nails to make them long sharp claws to tear through his opponents or threads.

His barks can shoot out electricity, which those visible electricity can become physical, large, and drop down heavily onto the ground.

Strengths: can switch to being weightless or heavy, close and long range, any environment that has fluff/carpet like textiles, water, can cling to carpet, empathetic, knows fashion quite well, knows the latest drama, can probably guilt trip pretty well, can hype you up!!, encouragement, positivity!!

Weaknesses: getting dirty, places without any fluff textiles for him to cling to, fire, his electricity can backfire, barking can strain his throat, high maintenance, prefers to not fight, being broke

CHARACTER
Personality:

Chiyo is a bubbly, fierce, and extroverted individual who loves having fun and going shopping. He is a people person and always loves being around people. He is unbothered by what others think about his hyper feminine look and his overall lifestyle, especially how they might think about his identity. He encourages his friends to also stop caring about the opinions of other mobians and creatures alike. He never discriminates, he loves being friends with any creature!! He is loud, expressive, and fiercely protective of his friends. While he loves gossiping and shopping, the second a fight breaks out, his attitude shifts into a confident, sharp-tongued brawler who isn't afraid to get his hands dirty—though he will absolutely complain if he breaks a nail doing it. Even though he likes gossiping, he doesn’t like shit talking unless they deserve it. If he sees someone getting bullied, he’ll step in between and protect them. He can be pretty straight forward and bold but he means true.

Likes: neon, pink, any shade of pink, light blue, pastels, animal prints, pop music, getting a manicure, any fashion types though mainly street or Gyaru (most Gyaru types), as well as some lolita types, going to parties and clubs, his friends, colors, vintage furniture, bows

BACKGROUND
Faction/group: Independent but probably honey’s clothing

Backstory: Chiyo grew up in a strict, traditional Mobian community that valued uniformity and obedience. Two things the colorful poodle could not do. After bumping into Honey, he saw his entire world flood into colors. She treated him with kindness and showed off her closet, after trying on some dresses- he absolutely loved it.

Although he’s not the masculine boy his hateful parents taught him and undergoing some surgery and such to look more feminine, he doesn’t mind what pronouns people use on him. He doesn’t exactly connect to being called a girl, he likes being “that boy who loves colors and feminine things”, or at least that’s what some people say.

Either way, he doesn’t care what pronoun you use on him. Whether it’s she/they/him/etc, as long as it’s not it because it makes him feel like he’s not a person. He hates being treated like an object or some kind of mannequin from those stores.

He also enjoys some Neo pronouns such as pup/pupself, and some others. He just enjoys expressing himself regardless if people judges him for it. Who cares?! Have fun!!

Extra: sometimes his electricity can cause his hair to go up. He’s somewhat needy, it’s easy to tell when he’s happy or excited.
