I already have a dual mega team with manectric which I will show but it rarely gets to shine so any ideas would be nice as for the houndoom team I know it needs sun and probably tailwind but what about the other Pokémon?

I’d make these 10 changes first:

  1. Starmie: fully commit to physical Huge Power
    Keep it as:

Liquidation
Ice Spinner
Psycho Cut
Protect

With 32 Atk / 32 Spe Jolly. Don’t split into Sp. Atk at all.
  1. Use Mega Starmie as the main rain Mega
    In most rain games, Starmie should be the main Mega. Huge Power + rain Liquidation is much more threatening than trying to force Manectric every game.
  2. Manectric: Thunder → Thunderbolt
    Thunder is nice in rain, but if rain disappears, Manectric becomes awkward. Thunderbolt is way more consistent.
  3. Manectric: keep Volt Switch
    Volt Switch is one of the best reasons to use Manectric. It lets you pivot, reset positioning, and bring Pelipper or a rain attacker back in safely.
  4. Pelipper: test Damp Rock over Focus Sash
    This team has multiple Pokémon that want rain turns. Longer rain helps Starmie, Archaludon, Toxicroak, and Overqwil.
  5. Pelipper: Protect → Wide Guard
    Wide Guard helps a lot into Rock Slide, Earthquake, Heat Wave, Eruption, Blizzard, and Make It Rain. That is huge for a rain offense team.
  6. Archaludon: Draco Meteor → Dragon Pulse
    Draco is strong, but the miss chance and Sp. Atk drop can make games messy. Dragon Pulse is cleaner and keeps Archaludon useful for longer.
  7. Archaludon: Metal Coat → Life Orb
    Metal Coat only boosts Flash Cannon. Life Orb boosts all of Archaludon’s damage, including Electro Shot and Dragon Pulse.
  8. Toxicroak: Sucker Punch → Protect
    In rain, Protect is really good with Dry Skin recovery. It also helps Toxicroak stay alive longer for Fake Out pressure.
  9. Overqwil: Toxic → Crunch

Toxic is too slow for this kind of team. Overqwil should be using rain speed to pressure immediately. Gunk Shot / Crunch / Haze / Protect is much cleaner.
