Municipal Fees After Unregistered Lease

Summary

On r/Lebanon a member asks whether tenants owe municipality yearly fees after moving out when a rental lease in Achrafieh was never registered. The post notes the landlord holds ID copies and a signed contract, asks if vacancy status changes amounts, requests a calculation for $6,000 annual rent, and asks about consequences of nonpayment.

Municipality yearly fees

I had a rental lease for a house in Achrafieh, but I’ve just moved out. The landlord has copies of my ID and passport, and I signed the contract, but we never registered the lease with the municipality. She wanted to register it but never followed up with me.
Do I still have to pay municipal fees? If the house was still officially listed as vacant, would the amount be different? Otherwise and if there is no other way then how much would I owe based on an annual rent of $6,000, and what happens if I don’t pay?
