I think it's two things.
- Adjustment period, The new tickrate system will throw off veteran players and middle ground players. Shots that worked before won't work like they used to.
- They to my knowledge took out some CS;GO features out. Any gamers hates things being taken out unless it takes something from them like making something free that once cost money.
The game really should do shader compilations on first boot, I tried it for a bit, and my computer would stutter every time it had to render a new shader effect that was on-screen. First 3 rounds were just super stuttery.
I can't speak for CS2. I had this happen to me in most games until I got a new hardrive and more RAM.
It's weird, it almost feels like you get stuck on a frame and then skipped.
That made me double check to see if I had installed on an SSD, and yeah, it is. So I guess it's not something like I/O latency or something

I don't like the new volumetric voxel smoke system. It looks and feels a bit like a more or less gimmicky tech demo feature being put into a multi-million dollar game
